Plot[]
Tobe is a member of Hayato's clique. He is always seen with Hayato, Ooka, Yamato, Hina, Yumiko and Yui, and is very proud of being close to the most popular student in school. He was involved with the numerous false chain messages as either a victim or the culprit.
Hayato went to the Service Club to stop the chain messages. The Service Club members suspected that one of the victims was the culprit. The Service Club members came to the conclusion that one of them feared of being left out of Hayato's workplace tour group and spread the chain messages.
Hayama's friends in Hachiman perspective
Hachiman revealed that Tobe is only friendly to both Ooka and Yamato when Hayato is around and the trio regarded each-other as a "friend of a friend".
Following Hachiman's suggestion, Hayato told them that he won't join a workplace visit group with them, much to their shock. The three of them then wrote their names for the workplace visit together and their friendship improved greatly.
Tobe explaining his feelings for Hina
He has feelings for Hina which is revealed at the Chiba Village summer camp.
To "solve" Rumi's problem with her mean classmates, Hachiman concocted a plan in which Tobe, Yumiko and Hayato act as delinquents and threaten Rumi's "friends" in order to expose their inner selfish traits so that their relationship ended.
Tobe was the only guy in class who supported Hina's script for the cultural festival.
Request to the service club[]
During the Kyoto trip, he intended to confess his feelings to Hina and requested help from the Service Club. At first, he refused to say his request in front of Hachiman whom he considered unreliable, but after Hayama's persuasion, he explained his intentions to the club.
Tobe nervous before his confession time
Hachiman, considering the status of the group and others' opinions of Tobe, told him to give up. Using his own life examples to try to dissuade him, but was unsuccessful. During the field trip, they try and pair Tobe up with Hina as often as possible.
However, Ebina, Miura and Hayama separately hinted that Hachiman stops helping Tobe. Hachiman was able to understand and sets out to sabotage Tobe's confession, but still fulfill his request.
Hachiman "confesses" before Tobe can, Hina's rejection of Hachiman successfully stopped Tobe from confessing to Hina and thus maintained their cliques status quo.
Hachiman's act fulfilled both Hina's request of stopping Tobe's confession and Tobe's request of not being rejected. Tobe, unaware of the true reason for Hachiman's confession, didn't resent him for it and he just gave him a friendly punch on his chest.
